Den 25 oktober presenterades <a href=\"http:\/\/ec.europa.eu\/atwork\/pdf\/cwp_2017_en.pdf\" target=\"_blank\" title=\"\" rel=\"noopener\">2017 \u00e5rs arbetsprogram<\/a>. Programmet bygger p\u00e5 Junckers 10 politiska prioriteringar och best\u00e5r av 21 initiativ samt 18 \u00e5tg\u00e4rder f\u00f6r redan befintliga lagar. Kommissionen h\u00e5ller fast vid att EU ska vara \u201dstort i stora fr\u00e5gor och sm\u00e5 i sm\u00e5 fr\u00e5gor\u201d och flera av de initiativ som t\u00e4ckts i fjol\u00e5rets arbetsprogram \u00e4r fortfarande aktuella.<\/p>\n<p>Under 2017 vill Juncker-kommissionen se ett \u2019EU som skyddar, f\u00f6rsvarar och s\u00e4tter medborgarna i centrum\u2019. Juncker menar sj\u00e4lv att detta efterfr\u00e5gas av den europeiska befolkningen just nu. Ut\u00f6ver EU:s tillv\u00e4xtm\u00e5l f\u00f6resl\u00e5s d\u00e4rf\u00f6r \u00e5tg\u00e4rder som f\u00f6rb\u00e4ttrar samt effektiviserar EU:s f\u00f6rsvarsstrategi och arbetet f\u00f6r att f\u00e5 stopp p\u00e5 kriget i Syrien. Bland initiativen \u00e5terfinns ocks\u00e5 f\u00f6rslaget om en social pelare som v\u00e4ntas l\u00e4ggas fram under \u00e5rets f\u00f6rsta kvartal.<\/p>\n<p><!--more--><\/p>\n<p>Kommissionen vill \u00e4ven se en st\u00f6rre budget f\u00f6r den europeiska fonden f\u00f6r strategiska investeringar (EFSI, = l\u00e5n, garantier och riskkapital), d\u00e5 r\u00e4tt investeringar och innovationer anses skapa fler arbetstillf\u00e4llen och syssels\u00e4ttningen \u00f6kar. Ytterligare resurser l\u00e4ggs p\u00e5 att tackla den fortfarande h\u00f6ga ungdomsarbetsl\u00f6sheten samt sektorn f\u00f6r cirkul\u00e4r ekonomi d\u00e4r en strategi f\u00f6r anv\u00e4ndning och \u00e5teranv\u00e4ndning av plast f\u00f6rv\u00e4ntas implementeras. Som vi n\u00e4mnt tidigare f\u00f6rv\u00e4ntas Sveriges regioner inte l\u00e4ngre ta del av ungdomsinitiativet. Anledningen \u00e4r dock positiv eftersom syssels\u00e4ttningen bland ungdomar \u00f6kat de senaste \u00e5ren. Vidare v\u00e4ntas fler arbetstillf\u00e4llen skapas genom den nya handlingsplanen f\u00f6r cirkul\u00e4r ekonomi d\u00e4r kommuner och lokala akt\u00f6rer kan t\u00e4nkas dra f\u00f6rdel.<\/p>\n<p>P\u00e5 den globala niv\u00e5n f\u00f6rv\u00e4ntas diskussionerna kring handelsavtalet med USA forts\u00e4tta parallellt med att f\u00f6rhandlingar med Australien, Japan, Nya Zeeland och Chile kan t\u00e4nkas p\u00e5b\u00f6rja. Handelsavtal som st\u00f6tt p\u00e5 mycket motst\u00e5nd men som samtidigt anses undanr\u00f6ja handelshinder med viktiga partners f\u00f6r SMF:s utanf\u00f6r EU.<\/p>\n<p>I arbetsprogrammet f\u00f6resl\u00e5r kommissionen i likhet med f\u00f6rra \u00e5ret att lagstiftningar och lagf\u00f6rslag som anses vara mindre n\u00f6dv\u00e4ndiga ska ses \u00f6ver f\u00f6r att effektivisera och minska det administrativa arbetet kring lagstiftningsprocessen.<\/p>\n<p>Arbetsprogrammet kommer under november bearbetas av EU-parlamentet och ministerr\u00e5det som sedan beslutar om vilka f\u00f6rslag som b\u00f6r prioriteras. V\u00e4rt att notera \u00e4r diskussioner kring EU:s budget ocks\u00e5 st\u00e5r p\u00e5 agendan. Sedan Storbritanniens folkomr\u00f6stning i juni har pundet rasat, n\u00e5got som b\u00e5de p\u00e5 l\u00e5ng och kort sikt kommer p\u00e5verka budgeten negativt.
