V\u00e4gtransporter forts\u00e4tter vara en av de st\u00f6rsta klimatbovarna i samh\u00e4llet, att EU satsar p\u00e5 kombinerade transporter kan d\u00e4rmed inneb\u00e4ra m\u00f6jligheter f\u00f6r Sm\u00e5land-Blekinge-Halland vad g\u00e4ller att n\u00e5 klimatm\u00e5len. &nbsp;&nbsp;<\/font><\/span><\/p>\n<p><!--more--><\/p>\n<p style=\"text-align: justify;\">Som vi har skrivit om i <a href=\"http:\/\/sbhss.eu\/816-debatten-om-framtidens-drivmedel-fortsaetter\"><u>tidigare artiklar<\/u><\/a> h\u00e4nder det mycket p\u00e5 transportomr\u00e5det under 2018 framf\u00f6r allt handlar det om strategier f\u00f6r <a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/SV\/TXT\/PDF\/?uri=CELEX:52017DC0652&amp;from=EN\"><u>alternativa br\u00e4nslen<\/u><\/a> och mobilitetspaketet. Nu har kommissionen dessutom utsett 2018 till \u201d<a href=\"https:\/\/ec.europa.eu\/transport\/themes\/logistics-and-multimodal-transport\/2018-year-multimodality_en\"><u>The year of multimodality<\/u><\/a>\u201d inom transportomr\u00e5det (inte att f\u00f6rv\u00e4xla med \u201ddet europeiska \u00e5ret\u201d som 2018 har temat <a href=\"http:\/\/sbhss.eu\/793-kultur-2018-moejligheter-pa-den-europeiska-arenan\"><u>kulturarv<\/u><\/a>)\u201d. M\u00e5let med kommissionens satsningar \u00e4r att kopplade till milj\u00f6m\u00e5len i <a href=\"http:\/\/europa.eu\/rapid\/press-release_IP-15-6308_en.htm\"><u>Parisavtalet<\/u><\/a> men ocks\u00e5 till att fr\u00e4mja r\u00f6rligheten i Europa genom anv\u00e4ndning av kombinerade transportmedel. Med \u201dThe year of multimodality\u201d eller \u00e5ret f\u00f6r multimodalitet syftar kommissionen p\u00e5 anv\u00e4ndningen av kombinerade transporter under samma resa. Styrkan i kombinerade transporter ligger i att man kan kombinera f\u00f6rdelarna inom olika transportmedel f\u00f6r att minska kostnader, minska transporttider, \u00f6ka tillg\u00e4ngligheten och minska tr\u00e4ngseln p\u00e5 v\u00e5ra v\u00e4gar. &nbsp;Eftersom transportsystem och kombinationer av transportslag \u00e4r intressant f\u00f6r flera av v\u00e5ra huvudm\u00e4n kan kommissionens fokus p\u00e5 multimodalitet fungera som inspiration f\u00f6r verksamheten i Sverige, bidra till att f\u00f6rb\u00e4ttra logistiken i kombinerade transporter och reducera administrativa b\u00f6rdor f\u00f6r f\u00f6retag som anv\u00e4nder kombinerad transport och kan p\u00e5 s\u00e5 s\u00e4tt bidra positivt till det lokala n\u00e4ringslivet.<\/p>\n<p style=\"text-align: justify;\">Kommissionen har dock identifierat ett antal flaskhalsar inom transportsystemet i Europa som m\u00e5ste l\u00f6sas f\u00f6r att n\u00e5 ett s\u00e5 effektivt system som m\u00f6jligt. Det handlar fr\u00e4mst om administrativa kostnader n\u00e4r man anv\u00e4nder sig av kombinerade transporter, idag \u00e4r det f\u00f6r kostsamt att kombinera transporter i j\u00e4mf\u00f6relse med att v\u00e4lja ett transports\u00e4tt. Det \u00e4r dessutom f\u00f6r otydliga regler kring kombinerade transporter och passagerares r\u00e4ttigheter n\u00e4r man anv\u00e4nder sig av olika transportmedel under samma resa.<\/p>\n<p style=\"text-align: justify;\">F\u00f6r att tackla dessa utmaningar presenterar kommissionen ett antal fokusomr\u00e5den som man kommer att arbeta med under 2018:<\/p>\n<ul>\n<li style=\"text-align: justify; margin-left: 36pt;\">Digitalisering av transportn\u00e4tverket (ex. biljettsystem, elektroniska transportdokumentation och administration mellan l\u00e4nder).<\/li>\n<li style=\"text-align: justify; margin-left: 36pt;\"><a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/SV\/TXT\/PDF\/?uri=CELEX:52017PC0648&amp;from=EN\"><u>En revidering av Kombidirektivet<\/u><\/a> (f\u00f6r att fr\u00e4mja anv\u00e4ndningen av kombinerade transporter).<\/li>\n<li style=\"text-align: justify; margin-left: 36pt;\">Arbeta f\u00f6r ett ramverk som skall skydda konsumenten vid kombinerade transporter.<\/li>\n<li style=\"text-align: justify; margin-left: 36pt;\"><a href=\"https:\/\/ec.europa.eu\/transport\/themes\/sustainable\/internalisation_en\"><u>Internalisera externa kostnader<\/u><\/a> (att transporter som ger upphov till exempelvis olyckor och milj\u00f6utsl\u00e4pp inte skall betalas av samh\u00e4llet utan av den som utf\u00f6r transporterna eller f\u00f6rorenaren)<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">En viktig del av satsningarna f\u00f6r kombinerade transporter \u00e4r f\u00f6rslaget till revideringen av Kombidirektivet. Fr\u00e5n svenskt h\u00e5ll har Kombidirektivet mottagit en hel del kritik med argumentet att det ger upphov till oschyssta villkor inom transportbranschen vid kombinerade transporter. Kritikerna menar att europeiska bolag konkurrerar genom s\u00e4mre villkor n\u00e4r man anv\u00e4nder sig av kombinerade transporter vilket missgynnar svenska \u00e5kerier. Ursprungligen var direktivets syfte att minska koldioxidutsl\u00e4ppen, fr\u00e4mja milj\u00f6n och EU-medborgares h\u00e4lsa genom att anv\u00e4nda sig av kombinerade transporter via sj\u00f6fart och j\u00e4rnv\u00e4g, kritikerna menar ist\u00e4llet att direktivet ger upphov till oschyssta f\u00f6retagare som verkar i Sverige utan att f\u00f6lja svensk lagstiftning. F\u00f6rslaget har som ambition att tydligare definiera vad som \u00e4r en kombinerad transport f\u00f6r att s\u00e4kerhetsst\u00e4lla att f\u00f6retag f\u00f6ljer regelverket. Kommissionen vill ocks\u00e5 att medlemsstaterna skall vidta ekonomiska st\u00f6d\u00e5tg\u00e4rder g\u00e4llande kombinerade transporter f\u00f6r att \u00f6ka dess konkurrenskraft. Det slutgiltiga direktivet kan p\u00e5verka m\u00f6jligheten till kombinerade transporter f\u00f6r vissa av v\u00e5ra huvudm\u00e4n, vi forts\u00e4tter att bevaka fr\u00e5gan om kombinerade transporter.<\/p>\n<p style=\"text-align: justify;\">F\u00f6r Sm\u00e5land-Blekinge-Hallands del skulle kommissionens krafttag f\u00f6r kombinerade transporter vara en m\u00f6jlighet att fr\u00e4mja r\u00f6rligheten men ocks\u00e5 f\u00f6renkla f\u00f6r f\u00f6retag och andra intressenter att anv\u00e4nda sig av kombinerade transporter.
